Plans to alter the landscape at Smeaton Bing and turn the area into a waste recycling centre were unanimously approved at a committee meeting held on Tuesday 2 March 2010 at East Lothian Council Chambers in Haddington.
The planning applicant [Hamilton Waste And Recycling Ltd.] has already started felling operations on the bing and preparations have been made to clear access to the site for construction machinery.
The following main amendments were made to the proposed plans:
Operating Times - Skips are to be loaded the night before so lorry/transport times will start at 6.30am. No skips are to be loaded before 7am. No operations to start before 7am. Operating times will be from 7am-6pm on weekdays and 7am-1pm on Saturdays. There will be no operations whatsoever on Sundays.
Landscaping - The bund is to be completely landscaped with grasses and trees etc.
Transport - Lorry loads to be covered entering and exiting the facility. Priority would be given to look at the whole issue of the A6124 road but this would be separate to the planning application and would include flooding, safety, signage etc.
The transportation department will also enter into discussions with the landowner with regard to the stone wall [Carberry Estate perimeter] with a view to facilitating its repair.
The Council will be reviewing the traffic management plans with Hamilton Waste. Signage normally used for 70mph trunk roads to be used on the A6124 for safety reasons.
Hamilton Waste Ltd. and the Council are looking at alleviating the flooding issue by incorporating drainage into Hamilton's SUDs pond to see what improvement can take place but Planning Committee agreed this was an ongoing issue which the Council had to resolve.
Haig Hamilton is overseeing the project management of the site and offered to personally listen/deal with any complaints the residents have during construction and operating of the site to see if there is a way of resolving issues if they arise.
